The best social media management tools for agencies price per client rather than per seat and let clients approve posts without logging in: Pallyy ($99 for 10 clients), SocialPilot ($140, or $200 with full white label) and Metricool ($67) cover most agencies, while Agorapulse, Sprout Social and Hootsuite cost 6 to 12 times more for the same roster. Pallyy publishes this guide and ranks its own product first, and every entry says where another tool is the better choice.

We priced all 10 tools against the same agency: 10 clients, 3 staff, about 30 social profiles, no client on X, with client approvals and client-facing reporting included. Prices are USD on monthly billing unless the vendor only publishes annual rates, checked on 26 October 2026.

Key takeaways

  • Pallyy Agency is the cheapest all-inclusive option for a 10-client agency at $99 a month: 10 client brands with up to 11 accounts each, 3 users, no-login link approvals, custom reports and X, with nothing to add on. Metricool Advanced is cheaper at $67 if every client has one account per network and you pay $10 a month per X account.
  • Six of the ten tools let clients approve posts without a login: Pallyy, SocialPilot, Metricool, Vista Social, Cloud Campaign and Agorapulse. Sprout Social does it by email on its top plan. Sendible, Planable and Hootsuite still need the client to hold an account.
  • The cheapest full white-label platform, with your domain on the dashboard and login page, is SocialPilot Ultimate at $200 a month. Cloud Campaign Team is $344 for the same 10 clients with a rebranded dashboard, its custom domain needs the $299 Agency plan, and it does not publish to X.
  • Per-seat suites cost 6 to 12 times Pallyy's $99 for the same agency: Agorapulse Advanced is $647 on annual or $897 on monthly billing, and Sprout Social and Hootsuite Advanced are $1,197 a month on annual billing for three seats.
  • Three of the ten tools charge for X or lack it: Metricool adds $10 a month per X account, Vista Social adds $29 a month, and Cloud Campaign does not publish to X.

What agencies need that single-brand teams don't

An agency tool has to solve three problems a single brand never meets: keeping every client's accounts, media and approvals separate, getting sign-off from people who will never log in to your software, and reporting in a way that looks like it came from you. Most tools handle the first with workspaces, social sets, brands or groups. The second and third are where plans diverge, and where the entry price stops meaning anything.

That's why the comparison leads with the 10-client cost rather than the starting price: a $20 plan that charges per seat or gates approvals behind its top tier costs an agency something very different from its headline number.

The 10-client cost is the cheapest plan that covers the scenario above with approvals and client reports included, and each entry shows the working.

How we compared these tools

Every figure in this comparison comes from the vendor's own pricing page or help centre, not from review sites or other roundups. The order is not a scored ranking: Pallyy is first because client scheduling with approvals is the workflow we build for, and the other nine run from the cheapest per-client tools to the per-seat enterprise suites. Seven criteria decided the comparison; the first five are the columns of the main table and the last two have their own table above:

  1. 10-client cost on the cheapest plan that includes approvals and client reports, with the working shown in each entry.
  2. Client approvals without a login, meaning a client can approve or reject a post from a link or an email without creating an account.
  3. White labelling, split into branded reports, a branded dashboard or portal, and a custom domain, because vendors use the term for all three.
  4. Pricing unit, because per-seat pricing punishes agencies whose approvers outnumber their publishers.
  5. Unified inbox and which plan includes it.
  6. X support, because three of the ten tools charge extra for X publishing or do not offer it.
  7. Free plan or trial, and whether a card is required.

1. Pallyy: best for agencies and freelancers paying per client

Pallyy's homepage in September 2026

Best for: agencies and freelance social media managers who want client approvals without client logins, priced per client brand rather than per seat.

Key features: one social set per client covering Instagram, Facebook, LinkedIn, TikTok, Pinterest, Google Business, YouTube, X, Threads and Bluesky; shared calendar links where clients comment and approve without an account, hosted on your own domain; custom reports with PDF export on Agency and Scale; a shared inbox; an MCP server on every paid plan.

Starting price: $25 a month for Pro with one social set and one user. Agency is $99 a month, or $79 billed yearly.

10-client cost: $99 a month on Agency, which includes 10 social sets, 3 users, approvals on every set and custom reports. Extra sets and users are $10 each.

Pallyy organises everything around the social set: one client brand with up to 11 connected accounts. The Agency plan includes 10 of them and 3 team users for $99, so the agency in our scenario pays nothing extra. Clients never need a login. You share a calendar link, they preview, comment and approve from their phone, and approved content publishes at its scheduled time. The link can sit on your own domain, so there's no Pallyy in the URL the client sees.

Where Pallyy stops short of a white-label platform is the dashboard itself. Your team works in Pallyy's interface, and custom reports export as PDFs rather than from a client portal under your brand. There's no social listening, no enterprise SSO, and Pro cannot add teammates, so team access starts on Agency. The free plan covers 15 image posts a month without a card. The 14-day trial of paid plans does ask for card details, and nothing is charged during the trial.

Where it falls short: no branded dashboard or client portal, no listening, no SSO.

Pick it if: your clients approve and your team publishes, and you'd rather pay $99 for 10 clients than $99 per seat.

2. SocialPilot: best full white label on a budget

SocialPilot's homepage in October 2026

Best for: agencies that want a rebranded dashboard, domain and login page at the lowest published price.

Key features: client approvals through an approve-on-the-go email link with no login on Premium and up; white-label reports on Premium; full white label on Ultimate covering dashboard colours, logo, favicon, custom domain and sending email; bulk scheduling by CSV; a social inbox from Standard up.

Starting price: $20 a month for Essentials, with 5 accounts and 1 user.

10-client cost: $140 a month on Premium: $100 for 20 accounts and 6 seats, plus 10 extra accounts at $4 each. Client seats are free and unlimited on Premium. Ultimate is $200 for 40 accounts, unlimited users and the full white label.

SocialPilot has no workspace concept. Clients are invited as users scoped to their own accounts, and the help centre confirms that clients receive an approval link by email whether or not they ever sign in. That makes Premium a genuine no-login approval setup at $140 for our scenario, and Ultimate at $200 is the cheapest way in this list to put your own domain on the login page.

Where it falls short: Essentials and Standard have no client approvals, so the advertised $20 is not an agency price. Separation is by account permissions rather than per-client workspaces, which gets fiddly past a few dozen clients.

Pick it if: white labelling matters more than a per-client workspace structure, and you want it under $200.

3. Metricool: best analytics-led reporting on a budget

Metricool's homepage in August 2026

Best for: small agencies and freelancers whose client work is mostly reporting, with approvals and team access included at a low price.

Key features: organic, paid and web analytics in one report; external reviewers approve by email without a Metricool account on Advanced and up; unlimited team members on Advanced; customisable report templates; an inbox on every plan, with LinkedIn and X from Starter; a free plan for one brand.

Starting price: free for one brand, or $25 a month for Starter with 5 brands. Advanced starts at $67 a month for 15 brands, or $53 billed yearly.

10-client cost: $67 a month on the 15-brand Advanced tier, plus $10 a month for every X account you connect, plus VAT where applicable.

The catch is the brand model. A Metricool brand holds one profile per network, so a client with two Instagram accounts needs two brands. Our 10-client agency fits the 15-brand tier with room for five such cases. Starter is out for agencies: it has no team members and no approvals. Full white labelling, including a custom URL and branded emails, only exists on the Custom plan, with no published price.

Where it falls short: the brand-per-network rule, X as a paid add-on, and no white-label platform below Custom.

Pick it if: you report more than you publish and your clients have one account per network.

4. Vista Social: best for publishing plus reviews and listening

Vista Social's homepage in August 2026

Best for: small and mid-sized agencies that handle reviews and community management alongside publishing.

Key features: publishing, unified inbox, review management and reporting in one tool; profile groups that keep each client's content and analytics separate; shared calendars where clients approve or reject with only a name and email on Advanced and up; branded PDF reports on Advanced; a white-labelled dashboard and custom domain on Scale.

Starting price: $99 a month for Professional with 15 profiles and 2 users.

10-client cost: $199 a month on Advanced, which covers exactly 30 profiles and 3 users and includes 25 shared calendars. Add $29 a month if any client is on X.

Vista Social's shared calendar links can expire, carry a password, and let clients leave a note with each decision. Professional does not include it, so agencies start at Advanced. The full white label, with your domain on the dashboard and shared calendars, sits on Scale at $449.

Where it falls short: X is a paid add-on, no plan has unlimited users, and extra profiles below Scale generally mean upgrading rather than adding.

Pick it if: reviews and inbox work are part of the retainer and your profile count sits near 30.

5. Sendible: best for one workspace per client with unlimited users

Sendible's homepage in August 2026

Best for: agencies that want a dedicated dashboard per client and don't want to count seats.

Key features: workspaces of 6 profiles each with unlimited users on every plan; client dashboards where clients preview and approve content; custom branded reports and automatically emailed reports on Premium and up; a priority inbox on every plan that excludes X, Google Business, TikTok and Instagram DMs; a full white label of the dashboard, domain, reports and emails as an add-on on Elite and Enterprise.

Starting price: $35 a month for Core with 1 workspace, or $29.75 billed yearly.

10-client cost: $199 a month on Premium if you fit 30 profiles into its 7 workspaces and separate clients with client dashboards, or $274 if every client gets a workspace (Premium plus 3 extra workspaces at $25). Elite at $299 includes 15 workspaces outright.

Sendible's approvals are solid but they run through a client login. Logins are free and unlimited, so the cost is onboarding rather than money, but a client who refuses to create another account will stall. Core doesn't include assigning posts for approval, so agencies start at Plus ($99) and need Premium for branded reports. The white label add-on takes Elite to a published $349 a month all-in.

Where it falls short: no approval without a client login, and white labelling is a paid add-on on the two top plans only.

Pick it if: your clients are happy to log in and you want each of them in their own dashboard with as many of your staff as you like.

6. Cloud Campaign: best for agencies selling social under their own brand

Cloud Campaign's homepage in October 2026

Best for: agencies that resell social media management as a branded service and need the client-facing surfaces to carry their name.

Key features: brand workspaces with unlimited users on every plan; tokenised approval links with no client login on every plan; standard white labelling on Team covering the dashboard and client-facing surfaces; custom domain and email on Agency; white-labelled PDF and CSV reports; a unified inbox; AI captions and a managed content add-on.

Starting price: $49 a month for Freelancer with 1 brand workspace and 7 accounts per client. Team is $199 a month with 5 workspaces, or $165 billed yearly.

10-client cost: $344 a month on Team: $199 plus 5 extra workspaces at $29 each. On annual billing it's $285. Freelancer would be $490 for 10 workspaces with no white label, and Agency ($299) does not publish how many workspaces it includes.

Cloud Campaign is the only tool here that pairs no-login approvals on every plan with a rebranded dashboard from Team up, and the only one other than Pallyy with no-login approvals on every paid plan. The gap is network coverage: it publishes to Facebook, Instagram, LinkedIn, TikTok, YouTube, Pinterest, Threads and Google Business Profile, and does not publish to X at all. Any client who posts on X needs a second tool.

Where it falls short: no X, no free plan, and the 10-client cost is more than three times Pallyy's.

Pick it if: the client must never see another company's brand and none of your clients post on X.

7. Planable: best for multi-step approval chains

Planable's homepage in October 2026

Best for: teams where brand, legal and client all sign off in sequence before anything publishes.

Key features: approval layers from optional to required to multi-level; comments attached to the post preview; unlimited users on every plan; workspaces per client, brand or location; analytics, inbox and listening as per-workspace add-ons.

Starting price: $39 per workspace per month on Basic with 4 pages and 60 posts, or $59 for Pro with 10 pages and 150 posts.

10-client cost: $730 a month: 10 Pro workspaces at $59 plus the analytics add-on at $14 per workspace for client reports. Basic with optional approvals and 4 pages per client would be $530.

Planable is the only tool here with optional, required and multi-level approval layers, but formal approval needs the client to hold an account. Approver accounts are free and the client only has to accept an invitation, while public share links let people view and comment without approving. There is no white labelling, and the help centre says it is no longer offered. Per-workspace pricing with paid add-ons is what pushes a 10-client setup past $700.

Where it falls short: approvals require a client account, no white label, and reporting is an add-on on every self-serve plan.

Pick it if: your bottleneck is a sign-off chain with several stakeholders, and your client count is small.

8. Agorapulse: best for inbox-heavy community management

Agorapulse's homepage in August 2026

Best for: agencies whose retainers are mostly replying, moderating and reporting on engagement.

Key features: a unified inbox with assignment, labels and saved replies; shared calendars where external people approve, reject and comment from a magic link without an account on Advanced and up; white-label reports on every plan; response-time reporting.

Starting price: $99 per user per month for Standard on monthly billing, or $79 billed yearly, with 10 profiles.

10-client cost: $897 a month on monthly billing for Advanced: 3 users at $199 plus 20 extra profiles at $15. On annual billing it's $647 (3 x $149 plus 20 x $10). Advanced is capped at 5 shared calendars, so 10 clients with their own approval calendar means the Custom plan, which has no public price.

Agorapulse's shared calendar is a proper no-login approval tool, and the agency page notes it saves you adding clients to the subscription. The problem is everything around it: per-user pricing, 10 profiles per subscription before add-ons, and the 5-calendar cap below Custom. X publishing is included as X Lite, and inbox and reporting for X cost $50 per profile per month.

Where it falls short: per-user pricing with a 10-profile base, the shared calendar cap, and X inbox as an expensive add-on.

Pick it if: the inbox is the product you sell and five or fewer clients need their own approval calendar.

9. Sprout Social: best for enterprise clients and premium analytics

Sprout Social's homepage in August 2026

Best for: agencies serving enterprise clients who expect listening, presentation-grade reporting and customer care workflows.

Key features: client-specific groups with separate permissions and reporting; message approval workflows on Professional and Advanced; external approvers by email on Advanced; branded PDF report exports on Professional and up; a consolidated inbox from Standard; listening, premium analytics and advocacy as add-ons.

Starting price: $79 per seat per month billed annually for Essentials, or $99 billed monthly. Standard is $199, Professional $299 and Advanced $399 per seat on annual billing.

10-client cost: $1,197 a month on annual billing for Advanced with 3 seats and unlimited profiles. Sprout's help centre says you can add up to three external approvers, so check whether that covers 10 clients before signing.

Sprout Social is a different budget tier, and it earns it with analytics and care tooling the rest of this list doesn't attempt. For an agency the structure is the issue: every person who logs in is a paid seat, external approvals only arrive on the top self-serve plan, and the listed monthly-billing price exists only for Essentials.

Where it falls short: per-seat pricing at $399 for the plan agencies need, and a low external approver limit.

Pick it if: your clients are enterprises who will pay for Sprout-grade reporting as a line item.

10. Hootsuite: best for large teams, listening and compliance

Hootsuite's homepage in August 2026

Best for: large, multi-region teams that need listening, paid-ads integration and compliance controls more than they need client self-service.

Key features: team permissions and departmental organisation; post approval workflows and a logo on reports on Advanced and up; a centralised inbox on every plan; listening and advanced inbox as add-ons; broad network support including X.

Starting price: $99 per user per month billed annually for Standard with 10 social accounts. Monthly billing exists but the prices are not published.

10-client cost: $1,197 a month on annual billing for Advanced with 3 users and unlimited accounts. Clients cannot approve without a paid seat, so 10 approving clients would be 13 seats at $5,187 a month.

Hootsuite's approvals are built for teams, not clients. The vendor's pages describe who on your team can approve content and a "mark as approved" option for recording a decision a client made somewhere else, such as email. There is no shared link or email approval. For agencies that is the dealbreaker.

Where it falls short: no client approvals without a seat, per-user pricing, and no free plan.

Pick it if: you're coordinating a large internal team across regions and client approvals happen outside the tool anyway.

Six agency tools that didn't make the cut

Buffer, Later, SocialBee, Publer, Loomly and Zoho Social were priced for the same 10-client scenario and each fails at least one criterion, usually no-login client approvals or white labelling.

  • Buffer charges per channel, so 30 channels on Team (the only plan with approvals) is $195 a month on monthly billing. Approvals are team-based with no stated client link, and the branded reports on Team are the extent of its white labelling. Our Buffer alternatives roundup covers the field.
  • Later sells social sets of one profile per platform. Ten clients on Scale with four extra sets is $127.50 a month on annual billing, and its external link is a comment workflow rather than an approve button. White labelling is not mentioned on its pricing page.
  • SocialBee needs its Pro50 agency plan for 10 workspaces at $179 a month. Branded report exports are listed on Pro only, and no login-free client approval is stated.
  • Publer is cheap per account, about $195 a month for 30 accounts on Business, but client reviewers count as paid members and white labelling is not offered.
  • Loomly jumps from 12 accounts on Starter to 60 on Beyond, so 30 profiles costs $332 a month on monthly billing. Custom branding, including a branded subdomain, exists only on Beyond.
  • Zoho Social has a real Agency plan at $320 a month for 10 clients with agency-branded reports and portal customisation, but clients approve through a free login, the team is capped at five members, and the price you see depends on your region.

The dividing line at 10 clients is the client-facing layer. If clients approve by email and one account per network is enough, Metricool does it for $67 and SocialPilot for $140. If clients approve from a link on your domain and can hold several accounts per network, Pallyy Agency does it for $99. If the dashboard your team uses also has to carry your brand, SocialPilot Ultimate is $200 and Cloud Campaign Team $344.

How agency tools price you: per seat, per profile or per client

Every tool in this list uses one of three pricing units, and the unit predicts your bill better than the starting price does.

  • Per seat or per user (Agorapulse, Sprout Social, Hootsuite). Every person who logs in costs money, which punishes agencies because approvers and clients outnumber publishers. Three staff on the plan with approvals cost $647 to $1,197 a month, and clients approve by email or shared link or not at all.
  • Per profile or per channel (Buffer, Publer, SocialPilot's add-ons). Cheap for one brand, linear for thirty. The bill tracks the client's network count rather than the work you do for them.
  • Per client, brand or workspace (Pallyy, Sendible, Cloud Campaign, Planable, Metricool). The bill tracks your client roster, and users are either included or unlimited. This is the model built for agencies, and the spread within it is still wide: $67 to $730 a month for the same 10 clients, depending on what the plan bundles and what it sells as an add-on.

If you're also working out what to charge clients for the service itself, our guide to social media management pricing covers the rates and packages.

Best social media management tool for agencies, by situation

For a freelancer or agency whose clients approve and whose team publishes, start with Pallyy: $99 for 10 clients, approvals on a link from the first paid plan, and no seats to count. If the dashboard itself has to carry your brand, trial SocialPilot Ultimate first and Cloud Campaign Team second, unless a client posts on X. Metricool is the budget pick when reporting is the product. Agorapulse is for inbox-led retainers, Planable for sign-off chains, and Sprout Social or Hootsuite when an enterprise client's requirements set the budget.

Trial two of them side by side with one real client: send the same post for approval from each and note which one the client can act on without creating an account.

Social media management tools for agencies FAQ

What is the best social media management tool for agencies?

Pallyy is the best value for agencies that need client approvals and reports, at $99 a month for 10 client brands, 3 users, no-login link approvals, custom reports and X included. Metricool Advanced is cheaper at $67 if every client has one account per network. SocialPilot Ultimate is the best choice if the dashboard must carry your brand, at $200 a month, and Sprout Social suits agencies whose enterprise clients will pay for premium analytics.

Which tools let clients approve posts without logging in?

Pallyy, SocialPilot, Metricool, Vista Social, Cloud Campaign and Agorapulse all let clients approve from a link or an email without an account, and Sprout Social does it by email on its Advanced plan. Pallyy and Cloud Campaign include it on every paid plan, SocialPilot from Premium, Metricool and Vista Social from Advanced. Sendible, Planable and Hootsuite still need the client to hold an account.

How much does a social media management tool cost for 10 clients?

A 10-client agency with 3 staff, about 30 profiles, approvals and client reports pays between $67 and $1,197 a month depending on the tool. Metricool Advanced is $67, Pallyy Agency $99, SocialPilot Premium $140, Vista Social Advanced $199, Sendible Premium $199 to $274, Cloud Campaign Team $344, Planable $730, Agorapulse Advanced $897 on monthly billing, and Sprout Social and Hootsuite Advanced $1,197 on annual billing.

What is the cheapest white-label social media management tool?

SocialPilot Ultimate is the cheapest full white label at $200 a month, covering the dashboard colours, logo, custom domain, sending email and login page for 40 accounts with unlimited users. Cloud Campaign Team is $344 for 10 clients with standard white labelling, and Sendible's white label add-on takes its Elite plan to $349. Pallyy, Agorapulse and Metricool offer branded or custom reports without rebranding the dashboard.

Do agencies actually need white labelling?

Branded reports and an approval link that doesn't carry another company's name cover the client-facing surface when clients never log in, and a rebranded dashboard only matters when clients log in to a portal. If clients only ever see an approval link and a monthly PDF, Pallyy's custom domain for shared calendars plus custom reports covers it at $99. If clients log in to a portal under your name, budget $200 for SocialPilot Ultimate or $344 for Cloud Campaign Team.

Is per-seat or per-client pricing better for an agency?

Per-client pricing is almost always cheaper for an agency, because the people who need access (clients, approvers, freelancers) outnumber the people who publish. Three staff on a per-seat plan with approvals cost $647 to $1,197 a month at Agorapulse, Sprout Social and Hootsuite, while the same agency pays $67 to $344 on per-client or bundled plans at Metricool, Pallyy, SocialPilot and Cloud Campaign.

Which agency tools support X (Twitter)?

Pallyy, SocialPilot, Sendible, Planable, Sprout Social and Hootsuite include X publishing in their plans. Metricool charges $10 a month per X account, Vista Social charges a $29 a month add-on, and Agorapulse includes X publishing but charges $50 per profile for X inbox and reporting. Cloud Campaign does not publish to X at all.

What is the best free social media management tool for an agency?

No free plan covers an agency, because approvals, team users and client reports all sit on paid tiers. Metricool's free plan handles one brand, Pallyy's free plan covers 15 image posts a month on one social set, and Buffer's covers three channels for one person. For an agency the useful free option is a trial: SocialPilot, Vista Social, Sendible, Cloud Campaign and Sprout Social all offer one without a card, and Pallyy's 14-day trial asks for card details but doesn't charge during the trial.

For the wider field beyond agency tools, our social media scheduling tools roundup compares 12 schedulers for every team size, and the Hootsuite alternatives and Buffer alternatives roundups cover the two most common tools agencies leave.
